Proposal regarding plasmate's release

[Antonis Tsiapaliokas]

The plasmate repository has been renamed to plasma-sdk.
The frameworks branch has been merged into master, so master
is Qt5/KF5 based. And the frameworks branch has been removed.

The latest sha of the old master(KDE4 based) is currenty being hold
into the "KDE4" tag.

I have send the following patches for adapting the kdesrc-build
into the above changes.
