VDG suggestions and wishes about the system tray

Status Notifier Item is now listed under "used by one or more desktop", the
same level as the icon naming spec.

I'd like to think maybe this shows we can give it another chance. Projects
and the surrounding social situations do change over time. Plus having
commit access makes it all so much easier.
