Layout.js in shell package is not working

Hello,

In a desktop shell package layout.js is not working as it should.

Its failing at this line,
var desktop = new Activity

with error message telling Activity is not undefined.

So changing wallpaper plugin of desktop or adding applet with
addWidget is not possible. What is solution of this?
