That's only for crash reports using Dr. Konqi, if you go to
bugs.kde.organd want to file a bug manually (which you'd do for
everything that's not a
crash, basically), you must select the version yourself.

There's also the Help -> Report a bug... but for Plasma or KWin, there's no
such thing either. So the only way is still manual --> selecting the
version yourself.
