This can be fixed setting the titleBarSpacer height to 0. I'm not sure it's a
bug, it comes down to personal preference.

To remove the space edit this file:
/usr/share/kwin/decorations/kwin4_decoration_qml_breeze/contents/ui/main.qml
at line 276.
The path could be different on your system.

I'm not including a patch since the repo switched to kdecoration.
