Request: better override functionality in locale settings

This functionality would *not* stop me from using Plasma 5 -- it's a
fantastic piece of work. It would only be a minor inconvenience to
figure out a suitable region for overriding the time and date formats,
and I would only have to set this once per Linux installation. I was
unhappy while writing this due to misunderstanding Martin Klapetek's
reply to https://bugs.kde.org/show_bug.cgi?id=337563 . I didn't mean to
leave that as part of my message.
