The plasmate repository contains the plasmate application and other applications like the plasmoidviewer, etc

The reasoning behind this proposal is that people may doesn't want to build the plasmate application but they want
to build the rest of them (plasmoidviewer, engine explorer, etc).
I just thought that it may be good for now to offer this alternative since we will add a new dependency.
