Remove duplicated ConfigLoaderin Plasma.

This moved to KConfigGui as KConfigLoader.

Use of private KConfig API in Service had to be ported to use only
public method.

Ran plasma shell as before.
plasmaengineexplorer service seems to lists entries correctly.
