Removing kcontrol/smartcard

Hi all,

the KCM for smartcards in kcontrol/smartcard got never ported to KDE4. I think 
after five years and 12 releases of coma it's time to perform active euthanasia 
as I consider it as unlikely that someone will come and revive by porting from 
kdelibs3 to frameworks 5 directly.

So same game as yesterday: if nobody yells no till Monday I'm going to git rm 
that module. Whoever speaks up volunteers to port the module.
