New git workflow for plasmate repository

Hello,

We have decided to adopt
this<http://community.kde.org/Plasma/IntegrationBranches/GeneralPolicy>git
workflow for the plasmate repository.
It has been proven that the git workflow "all commits go to master
directly" doesn't
work well.

The branches will be merged into the integration branch every Monday.
