tech preview preps

Hey,

A quick status update.

Martin and me have been working on the release notes, they need a bit more 
time but should be ready to publish by Friday.

Tomorrow, I'm planning to tag a snapshot from the needed repositories (kdelibs 
as monolithic).

That means, we're good to release the tech preview on Friday.
