"Full screen mode" should be different than "removing the decoration", let me 
explain.

I think that when you fullscreen gwenview, digikam, or even the browser you 
want to be totally focused in something, not willing to be distracted.

I think that we should relate somehow fullscreen+virtualdesktops+activities, 
find some kind of formula so we can really make ppl focus more when on 
fullscreen.

Also, I would even disable notifications, but that's me :p

Anyway, related to the topic, I would disable the screen edges when on this 
kind of fullscreen.
