I respect the maintainers control over what should be configurable and what 
should just be good defaults, but just to clarify the scenarios that I'm 
thinking of:

- User usually has a file manager running and uses that to access external 
drives, notifier popup is distracting (and on small screens it will cover 
useful areas of running applications). Hiding devices is not an option since 
the notifier is still a convenient way to start a file manager in the correct 
place in case no file manager was running. Also many times it will be usb 
sticks from colleagues/friends that have not been plugged in and hidden 
before.

-User usually just charges her phone in the laptop, but occasionally wants to 
import pictures from it in digikam and the notifier is a great way to do that.

Personally, I happily trade not having a popup showing against clicking one 
more time on the occations that I want to use the notifier. Actually I had 
removed the notifier from my panel because it was too annoying, but then found 
that sometimes I missed having it.. so I decided to try to make it better 
instead.

Oh and first I thought about suggesting that the default should be to not 
popup.. but I realised that a mailing list is not the best place to bring that 
up.. it will just get spammed by bikesheds. So... nevermind that. :)
