Replace kimpanel in kdeplasma-addons with a rewrite version

I'm not sure about what need to do if the new kimpanel need a release,
but I think the code is ready (maybe further review is needed).

Or replace the kimpanel inside the kdeplasma-addons? Not sure about this.
