tihs addresses the problem by simply getting rid of the zero timeout. which isn't what we want, really :)

when compositing is off, we want the regular timeout. when there is compositing we want "no" timeout, but in the case of instant popups, Plasma::ToolTipManager ought to show it after a very brief delay (e.g. 50ms or sth similar) and not literally 0.
