Constrained sizeHints for Plasma::IconWidget

Hey!

I've been able to allocate some time for pursuing my favorite hobby, so be 
prepared to be nagged by a number of annoying inquiries in the near future ;)

Anyways, I noticed that Plasma::IconWidget doesn't care about constraints 
passed to its sizeHint(...) implementation. In the past, I've worked around 
that in the layout used by the quicklaunch applet by assuming that icons are 
quadratic while still respecting their minimumWidth / minimumHeight.

Obviously this approach is quite limited. So I wanted to ask if there is a 
reason for the current behavior or if there are plans to implement sizeHint() 
properly. If not, I could give it a try, but since I would have to dig myself 
into this class first, I can't guarantee that I can come up with something 
useful.
