Restart Plasma during package installation/upgrade

If the data engine tries to start the service automatically via D-Bus
activation, I get this back from D-Bus:

If I start the service manually and then start the widget and data
engine, I get this instead:

In the second case (at least), it looks like D-Bus doesn't think the
plasma-desktop process is authorized to access the service.
