indeed; it's not just wasted space, it gets in the way of dropping the widget! 
ideally the tooltip should be banished during drag&drop somehow.

No. not unless someone is willing to put in the work necessary to be able to 
choose *which* ones to remove. I have over a dozen different notes widgets 
running right now on seven activities.

The original remove button was a quick hack I added in the early days when an 
unremovable plasmoid was quite common. it needed to die; like aaron said, we 
get bug reports about it, accidental removal n'stuff.
