Well gitweb is down at the moment, due to a possible security issue.
To clone the above repos directly do:

git clone git://anongit.kde.org/scratch/ianmonroe/kdebase-workspace
git clone git://anongit.kde.org/scratch/ianmonroe/kdebase-runtime
git clone git://anongit.kde.org/scratch/ianmonroe/kdelibs-test
