reminder: use FEATURE, BUG, IMPROVEMENT in commit messages

hi all...
this is a reminder to *please* use the keywords "FEATURE", "BUG" and
"IMPROVEMENT" in your commit messages for changes that meet those criterion.
it's a new thing, so it'll take time for everyone to start doing it out of
habit. right now, it isn't happening at all, though. the changelog is going to
suck if we don't start using those tags.
