Update:
The exec= line can also be omitted, the user will then be asked which program to start for that url.
At least for better support of the Plasma service items in network:/, the proper service handler needs to have "inode/vnd.kde.service.plasma" as supported Mimetype in its .desktop file and %U in its exec= line, so a click simply will start that handler. Just, that won't help for the webpage and email cases.
