Review Request: drag to scroll on WebView

Nice, it was on my todolist for my SoC project (if it is accepted)! A
virtual keyboard yesterday and "fingerable" web browser today, nice weekend
for MID devices!

But the selection thing is really a problem, I don't think it is a good idea
for desktop and notebook.
