I think a more important SoC project would be some kind of Qt library for 
pulseaudio, which could then let /any/ Qt app (like kmix) use pulseaudio. I 
myself have tried hacking on such a thing before getting bored and going back 
to other stuff :P

It is a tad old, but you might be interested in it as a starting point:

Since I haven't been keeping up to date on pulseaudio development, it may be 
out of date with the API. But iirc, the API is very stable so not much would 
have changed.
