applet browser: laying out the applet icons

as i imagined it, it would replace the UI that's there. the sizing sliders, 
etc would go away and there would instead by the widgets to play with. the 
panel controler window itself would remain, and i imagine we'd probably 
include a button to go back to the panel settings.
