i think this has been requested before, too. would be nice to see it 
implemented.

the frame is in kdeplasma-addons/applets/frame/ 

you can test your changes easily (as in "without restarting plasma-desktop") 
with: plasmoidviewer frame

if you need/want some pointers on getting the sources from kde's svn and 
working on those, just let us know... i look forward to seeing your patches :)
