If this can be committed, the sunrise/sunset code in BBC and now Environment 
Canada is wrong. It's 12am here almost and the icons are showing daytime. 
Although this can't be fixed for 4.3 now (too late) we can fix this for 4.4 and 
backport to 4.3.1 timeframe.
