sure; i don't know if it would work perfectly in practice, but it's certainly 
worth a try. the big downside for kwin is that this essentially gives it a 
dependency on krunner, though that may not be a big deal at all.
i think the interface should probably be tuned towards the window switcher 
needs; right now krunner's interface is modular within the code anyways (it 
currently has two different possible interfaces for genera matching), so it 
should be pretty easy to do this (the window runner would still be available 
during "regular" window switching too of course)
