External apps and theme change

i think is a dbus signal that should be in the plasmaapp, another
plasma application or simply another app that uses svg themes may or
may not want to use the same theme (eg krunner and lancelot yes,
amarok no), so not sure if a central dbus desktoptheme service would
be the best thing
