they are specifically for the weather features in 4.3, and have nothing at all 
to do with the Set of 15 papers that Nuno & Crew manage.

those papers map 1<->1 with the set of weather conditions that the weather 
stations report back as the "general" state (same thing that the weather icons 
map to, actually).

if they aren't wanted in kdeartwork, we could host them in kdeplasma-addons 
(though people wanted them in artwork rather than addons; they tried to 
originally put the plasma weather plugin that goes with it in there too.. 
oops! :) or we could put them up on kde-look.org or some such under a well 
known set of url's and download them on-demand.

for people living in a desert that would probably cut it down to two papers 
they need to download. ;)
