How know if desktop effects (composition) is enabled?

This is actually kwin related, so further discussion about this should be done

No idea what's the best way to do this, but toggle-compositing applet does it 
by checking kwinrc, see trunk/playground/base/plasma/applets/toggle-
compositing/toggle_compositing.cpp for details.

Perhaps kwin people can propose better way to do this than reading the config?
