it's really not about backgrounds, though. it's just where it is often used.

this is closer to the reality.

personally i don't have a problem with PanelSvg, as i don't think there is a 
"good" name for it. it's an odd duck, and it'll have an odd duck name because 
of that.

if those who don't like PanelSvg prefer BorderSvg, speak up now and we can 
change it immediately.
