Device notifier restyle

Hey ML, what about a quick and easy restyle of Device Notifier before
feature freeze?

I have 2 main changes in mind:

1 - Move the code to PopupApplet so that we can have a more homogeneus
behavior with other iconified applets in the panel (e.g. dialog resizable);

2 - When no devices are plugged in the list might be prettier (e.g. list not
visible, only a nice status icon (idle status) and the message of no devices
detected).


What do you think about it? If fine is there someone who wants to take care
with me?
