the plasma policy is no hacking around the lack of composite. it'll result in 
hard to maintain hacks that often have performance problems or unresolvable 
bugs. in this case the bug would be that you see the wallpaper, but not the 
windows.

change the theme, or even just the panel background using that new kcm thingy, 
if you don't like how it looks =)
