libplasma in 4.2: binary compatibility and moving to kdelibs

i really don't want to have a whole bunch of API refactorings that result in 
all sorts of name changes, re-orderings, etc.

we will never have a *perfect* API, we do want a good one though. at some 
point we'll be having to live with whatever is there until KDE5. i'd like to 
start seeing us practice some of the discipline that it will take to do that.

that means doing API reviews before something goes in (the Exteder API review 
is an awesome example of How To Do It imho; massive kudos to everyone 
participating there!)

it also means knowing when a change might be nice but not bring enough benefit 
to be worth it.

to me BorderedSvg versus PanelSvg is not a huge win. BorderedSvg might be 
marginally (excus the pun ;) better, but then we'd have to go through and 
change all references to PanelSvg (documentation included). is it worth it? i 
personally don't think so ...

what i'd *like* to do, however, is start collecting a list of these API 
changes  on the wiki so we can track them and discuss them.
