that's because when it comes to struts window managers, including kwin, treat
your workspace as one big rect even when it spans two monitors. this is not a
plasma bug, nor something plasma can about. it's a problem that's been there
forever; there are bugs lodged against kicker in kde3 about this as well.
there is currently a bug open on kwin about this issue.
