Mouse focus on panel and exceeded clicks

this is only true for "real" menus, not the popups we use with applets in
plasma. so right now the only way i can currently trigger this behaviour is by
popping up the kmix volume slider by clicking on its system tray ... and that
isn't part of plasma nor even running in the plasma process.
it grabs the mouse/keyboard apparently, until dismissed.

the "menu is showing, clicking hides it" thing is a bit of a different issue.
the alternative, having overlapping items and menus that stay up when when
you're clicking elsewhere, is really not desired.
if you disagree, provide a patch people can test with.
