Mouse focus on panel and exceeded clicks

Hi all.
I was using win-xp in the past (and hope i'll never have to move back).
I just want to ask about one feature, wich windows-panel has.

Plasma-panel can become "mouse-unfocusable". i.e. you can point mouse
on the panel elements, but they don't respond to this (i.e. no
highlight, tooltips...).
This happens for ex. when you click on the Application-launcher (or
click on KMix, or Device-notifier or right-click on any other panel
element)
The panel stops to highlight elements on mouse focus (and show
tooltips) until you perform mouse click.
That adds one exceeded click to interact with any single-click element
on the panel.

The worst thing brings application launcher: it adds one more click to
the prevoiusly mentioned:
-first click on some panel element just closes app-launcher menu, if
it is opened.
-second click moves focus to this element (that can be not click, but
slight mouse move)
-third click performs actual clicking on element.

Three clicks instead of one are bit annoying.
And tooltips with highlighting - can they be lock-free?(i.e. always
mouse-focus-respondable elements)

Can this be handeled somehow, or is this QT-specific thing, which
requires QT-libs changing?
