Handling data: URIs

Bug #164120

data: URIs, such as the base64-encoded images that Kopete gives us when the 
user drags an avatar from a chat window to the desktop, are not handled by 
Plasma::Icon.

I can't see anything useful we can do.  Folderview can create a file with the 
data, but there's no corresponding action we can take, really, given that the 
encoded data could be any mimetype at all.

My suggestion is to ignore data: URIs.
