I cannot open a kvtml-file saved (and can be opened) by Parley with KVoctrain
either. It complains about invalid xml file header. 
The version I'm using is installed as parley-4.2.95-75.7.x86_64.rpm from
OpenSUSE KDE4 Factory repo.
