Suppose we have an applet on the desktop, and a panel on the bottom.
Start dragging the applet, but taking it from the upper part, and then move towards the bottom. No problem, until the bottom part of the applet touches the panel: then the applet moving becomes a drag for moving the applet to the panel; this should happen only when also the mouse cursor is over the panel, not just when the dragged applet is.
As a "side effect" of this misbehaviour, applets can be placed partically outside the desktop only in sides where there is no panel.
