[PATCH] qactions everywhere!

the new reviewboard isn't working for me. wah.

this patch converts the toolbox to use QActions. it brings all this action 
stuff together finally and should make it easier for me to fix some bugs. I 
think I got rid of some minor bugs along the way, but also made some bugs 
more annoying. still, they're easier to fix now. :) one action, one place to 
fix/break things, much less confusion when staring at the code.
