Extragear release plan

i think that unless we end up with someone who has the time and knowledge to 
do the releases, we'll have to stick with just the "timed with kde releases" 
packages. this is a bit uncomfortable atm due to plasma moving around so much 
API wise (not helped by BIC changes in 4.0.x and then later in 4.1.0), but 
should be better in the future when we hit BC.

that said, i don't think we need an actual freeze in the extragear area ever; 
if we had something better at merging branches than svn it might be 
different.
