Spacer Applet

This is code for a very simple applet that simply adds an empty space, 96 
pixels, to the panel.  It is essentially an applet with no contents, that 
resizes its self to 96x96.  

This may violate the soft feature freeze... if it does, I'll just sit on it 
and when 4.1 comes out I'll submit it.
