borked panel size

Hi all,
as you may have noted if you set a panel size less tall than the default one 
when plasma starts again the applets will all be too big and have the bottom 
that escapes to the top of the desktop, and if you resize the panel suddenly 
the layout behaves correctly again and the applets got resized well.
i've tried a ton of things like invalidating the layout or setting sizes in 
various places, but the only thing it worked it's the attached thing, that 
sets a maximum size for the layout when the size changes
that i feel it should be rather wrong and should be not needed...
hmm, what i'm missing? :)
