What about in the theme manager?  When a user applies a theme, they don't want to search for the image (wherever it is hidden) and replace it.  They want it to come with the theme or select it from the theme manager.  

Who wants to waste time trying to figure out how to hack your desktop just to change themes when an option can be made available in the control panel just like when you change wallpaper, window borders, cursors, icons, screen savers, login windows, and other themeable items?
