same answer as the last time you suggested this: applications that use the 
runners also use other libplasma facilities. putting these classes in its own 
library only increases link time for absolutely no other win. =)

krunner uses Plasma::Svg, Plasma::PanelSvg, Plasma::Theme; kickoff and other 
widgets will end up using runners.
