I just compiled 4.0.3 and have encountered several issues with the panel. It's easy to reproduce. First, resize the panel to small. Then move the panel to the top and you get this :

This white stripe just below the panel should obviously not be there.
Then when you move the panel to the right you get this :

Now there are several issues here, but the most noticeable is the clock.
Finally when you move the panel back to the bottom, it now looks like this :

There's that white stripe that first appeared when I moved the panel to the top. And if I resize it to tiny, here's what happens :

The clock and the kickoff icon get eaten up.
I hope that helps, and that this can be fixed before 4.0.3 is officially released. It is visually annoying, especially since KDE4 is so visually appealing otherwise.
