Panel-bug in 4.0.x #158824

Hi panel-developers,

ruphy redirected my bug&fix-report to this list so here it is:

SUMMARY:

In the KDE 4.0.x branch, there is a quite visible bug in displaying the
panel when desktop-effects are turned on. (Clipped backround and strange
transparancies in the panel)
This bug is due to a SVG-rendering bug in Qt4.3, but fixed in Qt4.4. Until
4.1 comes out, one has just to replace the panel-backgound.svg with a same
looking one that uses embedded png to avoid the bug.
