In case it helps:

If the underlying request is the ability to customize the look of plasma in a default KDE installation, then this is already met via the use of the plasma theme switcher.  When paired with a selection of themes that will be available with a KDE default installation (in extragear - but transparent if a distribution includes extragear), the user will be able to customize plasma by simply selecting a new theme from the theme picker.  The Plasma Themes Contest is the mechanism being used to select the themes for inclusion.

If the underlying request is to add the ability to change thecolor-scheme plasma uses for text, selection backgrounds, etc. it is ack'd that no current kcm exists to do that.  As it stands, each plasma theme supplies the appropriate plasma color-scheme to be used with that theme and thus avoiding any potential worries about conflicting text colors, backgrounds, etc.  As a plasma theme author I *never* have to worry about my backgrounds not contrasting against the text since I can specify the appropriate colors for my theme.  The result is that whether plasma follows system colors or not it will always be internally consistent looks-wise are there should be no "cross-contamination" of colors.

If the underlying request is for a plasma theme that matches thecurrent system colors, the capability is already there.  As mentioned there is currently one plasma theme that does this (Aya - beingconsidered as part of the contest for inclusion).  I hope there'll be others.

If the purpose of the specific request - to add a feature to allow changing the colors of the default theme - is to provide the user with some basic default configurability of how plasma looks, then I'd offer that the points mentioned above sufficiently satisfy that, though perhaps not in the *specific* way suggested.
