Not a tech-oriented blog, no.  I think a contest would
be great!  It'd give the non-code-oriented artistic
folks an excellent opportunity to contribute in a very
visible way.  Perhaps kde-look could work since that's
already the right audience for this AND you'd get some
community feedback (scores) to factor as a portion of
final judging. Maybe a Plasma Theme Contest category
like was done for the Amarok icon a couple years back.
 (Need admin contact this makes sense.)

I'd be happy to write up the text regarding the
contest information and answer theming questions that
might come up from potential contestants. I think the
techbase wiki probably has enough information, when
paired with the theme examples already out there.

Submission timeline - 3 weeks?
Judging timeline - 1 week?
Final judging by plasma-devel and kde-artists?
mockups vs actual themes? (I say actual themes)

ohhhhh, I'm rambling...
